Pro bono cases rely on heuristic methods that are often time-consuming for the attorney and may require the assistance of a more qualified attorney. This can be wasteful as the client may seek alternatives to litigation, such as mediation, to effectively use the resources available to them. Unlike the health care system, "there is no universal safety net for legal aid," meaning that members who do not receive legal aid but cannot afford to pay for services of a lawyer are structurally disadvantaged. The current pro bono system only covers the country's poorest members, with 98% of aid recipients falling below the poverty line. People who find themselves between not being eligible for help and not being able to afford the services of a lawyer should turn to legal centers. These centers are underfunded and operate only on referrals rather than the lasting support one would receive from a legal aid worker. Although pro bono work aims to help all members who cannot access justice, it could mislead legal professionals because it only targets a small number of people in serious difficulty.
