    The majority of young people can be served by these community services. Too often, incarceration is used as a first step rather than a last resort. By using money currently spent on incarceration and focusing it on community-based treatment and supervision options that keep youth close to home, we should lead to more productive future adults. The juvenile incarceration dilemma is a problem that is fortunately on the decline, but nonetheless remains an ethical problem. The trend toward extrication has coincided with a decline in crime. Hopefully, our country changes its approach to the treatment of juveniles in the criminal justice system. This means we know what to do and what works, now we just need to move forward and pursue change to create a juvenile justice system that is truly rehabilitative and gives young people the tools to become positive members of society.
