World Englishes include English spoken by the outer circle of speakers of the language, such as Japanese English. There is a need to establish standards for all varieties of English because the goal, again, is clear communication and not mastery of the language. Not all countries are exposed to the same caliber of English speakers, hence the circles [what are its faces]. [Explain the inner and outer circle English speakers]. For example, in Japan, there are primarily outer-circle English speakers because there is not a high concentration of inner-circle and middle-circle speakers. This means that their English proficiency is further from native proficiency because they are not in close proximity to the inner and middle circle.
