Canada has been recognized as a peaceful country over the years. Its modest image prevented them from being attacked by terrorists. In the article by Robert W. Murray and John McCoy entitled "From Middle Power to Peace Builder: The Use of the Canadian Forces in Modern Canadian Foreign Policy", he explains how Canada wanted to establish itself as a guardian of peace between other international powers. Robert W. Murray and John McCoy discuss ideas for a Canadian foreign policy created to maintain a balance between major and minor powers. Canada has done much to dedicate itself to ensuring its national security by participating faithfully in many international institutions. McCoy and Murray's article discusses the idea of Canada's peacekeeping and brokering role, and how this was established during their involvement in Afghanistan. At the beginning of the article, he explains the transformation of Canada's foreign policy and how it moved from a middle power force to an active force in peacebuilding policy. Canada's foreign policy intent was limited due to deployments that prevented the military from being disequipped and becoming a great power. They are only brought into conflict when they are able to control the environment. At that time, the Canadian army had few capabilities. They were not known as a world power.
