    Due to the problem of aging population, governments are facing a serious challenge of tax burden which results from the increase in the number of pension recipients while the number of contributors is decreasing (Bloom et al. 2011). The Australian Bureau of Statistics (2010, p. 3) suggests that increasing the “older age labor force participation rate” is an effective way to alleviate fiscal pressure resulting from population aging. The participation of older people in the labor market results in less dependence on public pensions, which helps to alleviate government budgetary pressure (Adair, Tim and Meimanat, 2011). According to a Treasury study, a 10% increase in the activity rate of 59-69 year olds would reduce the budget gap by 2.75% (Treasury, 2010). Furthermore, due to the increasing aging of the working population, more older citizens contribute to tax revenues, leading to a reduction in state financial resources.
