The Australian health system is based on the concept of equity of access. Discuss this statement in relation to the concepts of effectiveness and efficiency and any relationships that may exist.1. Introduction: As outlined in the National Accord on Health Reform, equity of access forms the fundamental basis of the Australian health system (DHA. 2013a). Other basic aspects of the Australian health system are effectiveness, which focuses on the relationship between outcomes and outcomes, and efficiency, which involves achieving maximum results with available inputs or resources. Equity, effectiveness and efficiency represent an ideal health system, which should be effective and efficient and capable of achieving specified outcomes (effectiveness) so as to maximize access (distribution); outputs (productivity) and results within available resources (NHHRC. 2009. P.4). Responsibilities such as funding, delivery and regulation are shared by the national and state governments of Australia, making the Australian health system universally accessible across the population (AIHW, 2000). Funding for public hospitals and community care is a joint effort of the common wealth (i.e. federal government), states and territories where the common wealth uses its tax revenues to fund most medical services hospitals and health research (Department of Common Wealth Health and Aged Care, 2000). . Since the 1990s, the National and State Ministers of Health have worked with many stakeholders to develop a national framework for evaluating the Australian health system (NHPC, 2000). A new Australian health performance measurement framework, adapted from the Canadian Health Information Roadmap indicator framework, has been launched by the NHPC (NHPC, 2001).2.
