    IntroductionPolice leadership uses standardization and procedures as a means to create consistency and predictability in law enforcement operations (Batts, Smoot, and Scrivner, 2012). The San Diego Police Department, like almost all law enforcement agencies, uses leadership models that mimic the U.S. military. Paramilitary organizations use a highly structured framework to conduct their business operations. The structural framework creates compartmentalized specialization and predictable, uniform task execution desired by police leadership. The tightly designed basic structure demarcates power and control of place based on position (Bolman and Deal, 1991). Power rests at the top. This structure includes top-down control of personnel, resources, and division of labor. The law enforcement agency codifies and sets general guides on how to conduct its activities in a predetermined manner. Systematization relies on high-management, low-task models of leadership (Bolman & Deal, 1991). Does this model remain the most effective leadership model for law enforcement? Alternatively, the question arises; Can new leadership models focusing on transformative leadership and integrative leadership models in which sharing of power, planning, distribution and other work activities prove effective in structural organizations responsible for law enforcement? Changing the perspective of law enforcement is a difficult undertaking. Most modern agencies must adapt to the fluidity of the modern law enforcement environment in the face of increased mobility, technology, and sophistication (Batts, Smoot, & Scrivner, 2012). .
