    In 2013, an article written by authors Kish and Lipton discusses the title: Do private prisons really offer savings compared to their public counterparts? The purpose of this article is to shed light on privatization as it relates to cost savings. The authors point out that the main savings points are: Building a private prison is generally faster since voter approval is not required. Downsizing is one way to reduce costs. The author states that the problem is that similar measurement and comparison of facilities harms research in this area. Matching correctional facilities and populations is a challenge. Medical costs represent a large part of a prison budget. The total cost of these contracts is difficult to assess and can be ignored by studies. Another problem in comparing private and public prisons is the lack of access to private prison budget information. There are differences in accounting systems, making it more difficult to discover the true cost of private establishments. Studies also focus on men's prisons and not all types of facilities (Kish & Lipton, 3013). The author points out that it is difficult to obtain information on the budget and accounting of a private company. However, in Florida, management of private prison contracts was under the control of a state committee. Author Debra Miller says in her article Private Prisons-Grade Incomplete that the former director of the Federal Bureau of Prisons raises questions about the cost savings of private prisons.
