    In 2010, the world population was estimated at 6.9 billion people. 10.1 million people were in prison. This represents a global population rate of 146 per 100,000 (Walmsley 2010). Some people do bad things against society or against other people, and that is why the law was created, it must punish bad behavior. Law is a system of rules that each country has decided to implement to combat crimes and bad behavior in society in general. There is a very long process to develop and pass a law in a country. In France, there are seven main steps for this. The first is that the government, the deputies and the senators have decided to prepare a bill (from the government) or a proposed law (from the deputies and/or senators). The second is that the project or proposal is submitted to the Office of the National Assembly or to the Senate. The third, the text is examined by a parliamentary committee. They designate a person who will write a report on this text because the Commission can make certain modifications which are called “amendments”. The fourth is that six weeks after submission, the proposal or project is examined by the first Assembly. They vote for each amendment before voting for the entire project. When the text is adopted, they transmit it to the second Assembly. This Assembly examined the text, four weeks after its transmission, in the same way as the first Assembly. They can change certain things, and so the first Assembly reviews the changes and so on. The text shuttles between the first and second Assembly to vote on the amendments: this is the fifth step. The sixth is adoption.
