    This is the starting point from which all other policies are announced. It is essential that this information is made available to all staff members and forms part of the backbone of the records management system. This statement will refer to a senior manager or team leader who will take responsibility for the records management policies within the organization (Standards Australia, 2002b). The statement will also make reference to other policies relating to records management and instant messaging systems (Standards Australia, 2002b). With this statement in place, all other policies should begin to work together in tandem and function functionally. Without an overall plan such as a declaration, there is no direction for the organization to follow and, ultimately, no real system for records.
