In 2005, President Bush established the Constellation program. This new program sets ambitious goals for NASA to put humans back on the Moon by 2020, as well as other major exploration goals (Achenbach). When President Obama took office, he developed a new plan for NASA that was written into the NASA Authorization Act of 2010. President Obama's plan would not only change NASA's goals, but also its budget, turning NASA's gaze towards Mars and nearby asteroids (Malik) and increasing its budget by nearly $6 billion over the next five years (Foust). This new plan has drawn both praise and criticism from the public and many key politicians and astronauts. Unfortunately, we still have enough time to debate this topic. Since Congress has not yet decided on its budget for 2011, NASA's new direction has not been voted on. Leaving the question open for discussion, which NASA course of action would be most beneficial to the country? Many are excited about the policy change. NASA Administrator Charles Bolden was quoted as saying, "The 21st century path that President Obama has set for our agency will foster new industries that create jobs, pioneer technological innovation, and inspire a new generation of explorers through education, while continuing our fundamental mission to explore our home planet and the cosmos. » (Foust) Another reason people are excited about change is that they had doubts about the practicality of the Constellation program's goals and timelines. Many experts believe that sending another astronaut to the Moon would not be viable before 2028, eight years ahead of the target date of 2020.
