The Global War on Terrorism combined the definitions of both into a simple preventative category. The United States has the luxury of being separated from the majority of conflict zones by two oceans. This reduces the possibilities of a large-scale attack by another world power based simply on the logistical requirements of a successful invasion on American soil. However, the introduction of rogue states has forced the United States to remain in a perpetual struggle against specific threats harbored in other regions and states. The United States must maintain a consistent preemptive posture and remain offensively engaged against these targets around the world. Ongoing operations around the world are both preventative and pre-emptive in nature, leading our vision of just war to continually evolve and further facilitate military action when necessary in a manner acceptable to the world entire.
