Government is responsible for managing the most diverse nation in the world while trying to accommodate the best interests of as many people as possible. Controversy is inevitable in a country characterized by racial, ethnic and political diversity. Public order is not immune to controversial legislation. Chapters 10 and 13 take an in-depth look at issues of legal and social equality as well as the politics of private morality. Developing public policy regarding private morality and social equality is highly controversial because there are targeted groups who will benefit and non-targeted groups who will be ignored by the policy; however, a policy such as affirmative action affects both targeted and non-targeted groups. The main difference between the two types of politics lies in the openness and, subsequently, the restriction of moral politics; and the emphasis on achieving equality for targeted groups in the development of social equality policies.
