They weren't willing or able to take care of Zymere, they should have given him to someone who would. There are many people in the world who could have given him the life he deserved and it's heartbreaking to know that CSA failed him and he won't know what it's like to growing up with loving parents who only want the best for him and will do everything in their power to keep him out of harm's way. For me, for someone who is only six years old and has endured so much suffering without any help, it is tragic. It is completely unfair that ACS was unable to help him and many other children like him..
