    In July 1994, a little girl named Megan Kanka was raped and strangled. They found her body near her home in Hamilton Township, New Jersey. This young girl's story shocked the nation. The man responsible for this brutal act is Jesse Timmendequas. He had been convicted twice before this attack. He also served six years in a treatment center and was released. Many people said he was a quiet man, which led them to think he was harmless. Unfortunately, this was not the case. This sex offender lived in the same town, in fact, he lived across the street from the Kanka family. This man was not at all ready to be released. In fact, he should not have been released. This only left him with a greater opportunity to strike again. This information led Hamilton Township residents to circulate a petition. The petition requested that a state law be passed to notify citizens in their community that such people live among them. This is not an uncommon request. In fact, there have been many attempts to implement this law. This should have been done from the start, but some people actually think these sex offenders have rights. Well, Hamilton Township residents disagreed.
