    The Federalists' beliefs were to have a strong central government, which today can be considered the Democratic Party. At the time, the beliefs of the Anti-Federalists were to have a strong state government, which in this case is considered the Republican Party of today. Regardless of what type of names they bore or possess, their beliefs are considered the groups involved in this contract. So there is one party that wanted a strong national Liberal government and the other party that believes in a strong conservative party. In the end, whatever the era, there were always two sides to this contract. The second reason the United States Constitution is considered a contract is to follow the structure and order of the system of government that sets it forth.
