There were also large states and small ones, and there was also a proposal for two plans at the convention. Madison, a Princeton graduate, came to the convention and proposed what was called the Virginia Plan. His Virginia plan wanted to get rid of the Articles of Confederation, want a two-house Congress, want to establish a federal judiciary, want Congress to elect the first president, and want Congress to have veto power over the creation of a centralized government. The small states opposed the Virginia plan and proposed the New Jersey plan which wanted the Articles of Confederation to be revised, with each state being equally represented in both accommodations with different rules. The Virginia plan won out over the New Jersey plan. Roger Sermon, after the convention deadlocked, intervened and informed them that they would have to give each state equal representation by population, which was called the Great Compromise. The big problem was how to count voters: do we count women, men, taxpayers, slaves? there was still a big decision to make. Then there were the slave states and the free states, where the Atlantic slave trade was still in high demand. Word was spoken against slavery in the North and their labor supply was threatened.
