The history of welfare dates back to ancient times, but the most influential period for the initiation of welfare programs in the United States United occurred during the Great Depression. In 1935, President Theodore Roosevelt introduced the Social Security Act. This law guaranteed pensions, unemployment insurance and assistance for children and the disabled. The Works Progress Administration was also established and helped unemployed people find jobs (HISTORY.COM-New Deal). A proposal to mandate drug testing of recipients has been mooted more recently, including by Gov. Rick Scott (R) of Florida. This decision has raised the question of whether or not it is ethical to deny American citizens their 4th Amendment rights to privacy and/or deny access to these programs if they test positive for drug testing, and what implications this may have on them and their dependent families. Since the inception of welfare programs, many changes and benefits have been added. There are now many subsections of welfare such as WIC, which provides basic goods to women and their children up to age five (About WIC). TANF, which stands for Temporary Assistance to Needy Families, and the nation's unemployment program are just a few examples of welfare programs enacted since the New Deal of Roosevelt's presidency. In 1996, President Bill Clinton signed the Personal Responsibility and Opportunity Reconciliation Protocol. Act.
