Probably the most famous recorded police arrest is the beating of Rodney King in 1991. A bystander filmed the brutal beating of Mr. King by Los Angeles police officers. Despite the gripping video, the officers were acquitted of the charges. The Rodney King video effectively changed the way policing operates in Los Angeles, from leadership to use of force policies to the ethnicity of the force. “What was once a predominantly white force is now predominantly non-white, including in the supervisory ranks” (Winton). It is widely believed that the entire culture of the Los Angeles Police Department changed following the fallout from the Rodney King video. Rodney King's video had a powerful impact despite the lack of criminal convictions of the officers involved in the beatings. In the 1996 Fremont coin thief case, all three officers were indicted and went to trial. However, they were convicted of a serious offense and served no prison time. Humboldt County prosecutor declined to file charges in case where $50,000 was taken from innocent man.
