There are many assessment issues: cultural and linguistic biases, political, social and psychological factors, testing of special programs including the gifted and talented, special education and English as a Second Language (ESL), the importance of standards, and the difference between language proficiency and other types of assessment such as standardized tests of overall proficiency, as they affect students' learning in English as a second language (Cohen, 1997). Texas State is currently going through an assessment period in which it tests the English Proficiency of its students who have been identified as having Limited English Proficiency (LEP) using the Texas English Language Proficiency Assessment Standards (TELPAS) assessment (TEA, 2012). The TELPAS is a very subjective test when it comes to speaking and listening. Writing can also be described this way, because sometimes teachers find themselves having to compare their TELPAS writing samples to those of other students. TELPAS measures the language skills that ESL teachers understand, but non-ESL teachers in the district should keep in mind that they are grading on a rubric for ESL students, not the academic English, and that their score should reflect these standards. Non-English speaking teachers often need additional training in teaching literature; develop reading, writing and thinking skills; and organizing for success in a way that English learners can understand (Burke, 2008). Again, they cannot use these measures of academic skills on the TELPAS assessment. Our district is more than 70 percent non-native English speakers. Therefore, it is necessary that in addition to our regular standardized assessments, we administer the Texas English Language Proficiency Assessment S...... middle of paper ......en, how eligibility is determined, what level their child is currently testing and how to remove their child from the program(s). Parents are also given detailed explanations of the appeal process, as it is their right to be informed of any decision made regarding their child. Parental approval is only required once to enter the program and is valid until the parent withdraws consent, the student leaves the program, or graduates from school secondary. It is essential that these assessments continue to undergo a period of review. because educators tend to mistakenly believe that just because a test has been standardized, it is somehow an in-depth assessment of English language and academic growth (Cohen, 1997).
