    Although women's rights to work have come a long way since then, problems of inequality remain as more and more minority women seek work within law enforcement. In 2003, minorities represented only 23.6% of the police population, compared to 17% in 1990 (Bureau of Justice). Police departments across America struggle to fill positions with minorities, let alone minority women. Lack of diversity within a department can have a significant impact on the community in which it serves. Communities that are diverse should be reflected by law enforcement agencies that are equally diverse. Major demographic changes are a common factor in many police departments where officers least reflect the racial and ethnic makeup of their communities. For example, if a Hispanic woman has been sexually assaulted and wants to report the crime to the police, she may be hesitant to converse with a white police officer. On the other hand, if the police department had a Hispanic or Latina woman on its ranks, she might be more willing to report the assault that took place. Hispanics may want nothing to do with the police if they have emigrated from countries notorious for police corruption. It's not easy to convince them to call the police. So it may be a generation or two before their children consider policing as a career. Agencies must define
