    In recent decades, the growing popularity of cell phones, particularly among teenagers, has led school administrators to question whether they should allow cell phones students to use their cell phones during class hours. Before the popularity of cell phones increased, school administrators' biggest concern was the possibility of drug trafficking; However, as the prevalence of cell phones increased, concerns shifted to fears of inappropriate use and distractions. In the early 1990s, states began banning cell phones and pagers in schools in an attempt to stop communication between drug dealers (Ballaro, Ginsburg). According to Montgomery school board member Patricia O'Neill, "[t]he thought was that only drug dealers and gang members had cell phones" (de Vise). Because of these views, many schools denied students access to their cell phones during school hours, but as cell phone popularity increased over the next two and a half decades, state legislatures began to realize the difficulty of enforcing these bans. In addition to school administrators' concerns about communication between drug dealers, many educators have pushed for a total ban on cell phones, fearing that cell phones will distract students from their learning (Ballaro, Ginsburg) . Given the opportunity, many teachers worry that students will use their phones throughout class rather than learning. Although some school officials still find it hard to believe that repealing cellphone bans could have beneficial results, Barrington High School in Chicago, Illinois, proved their doubts wrong.
