    In general, every country has two choices when it comes to involving women in politics; they can either encourage women's participation in politics or implement policies requiring parties and parliament to have a certain proportion of women in elected office (Stokes, 2005: 78). The second option requires the party to adopt the gender quota system, that is, a certain number of seats reserved for women (Stokes, 2005: 77). Since quotas were adopted and disseminated across countries, the proportion of women in national legislative assemblies increased between 1975 and 1995 (Caul; 2001: 1214). This shows that the adoption of quota policies facilitated the entry of women into politics. However, the path to the adoption of quota policies has been influenced by several factors: political and societal (Caul; 2001), as well as party culture and characteristics (Stokes 2005, chapter 1). The reason behind the use of quota policies is that the more women are present in legislative politics, the more likely they are to influence policy (Lyn: 1994: 560). Lyn Kathlene examines the presence and behaviors of women in statewide legislative committee hearings in Colorado to test their contribution to policymaking and debates. The question this article seeks to answer is whether or not women can influence policymaking once in power, as advocates hoped?
