    Certainly, during the 1980s, when the government and specifically Ronald Reagan realigned government social spending, a dramatic change in the resources available to our population in the form of what one might call a “social safety net” was no longer accessible (Alford, 1988). This decade shifted the focus of helping the poor and sick to focus on business and all the needs necessary to grow our economy, which certainly came at the expense of those who suffered from mental illnesses ( Thomas, 1998). This change in social policy has most certainly been a catalyst in the direction we are heading.
