The fact that Hitler pushes further contributes to the setting of Night. As Hitler continues to take Jews, conflict arises regarding the removal of the Jewish community from Elijah. The European setting under Hitler's reign directly places the conflict in Elijah's life. If Elijah were in America, or any other allied country, he would not have the issue of deportation on his mind. This is what we see when Elie describes his behavior: "A prolonged whistle split the air... We were on our way." This shows that his hometown is under Nazi oppression, and because Elie is Jewish, he is deported. Needless to say, expulsion is a relatively large conflict since starvation and death are now imminent. However, Elie would not have had this problem if he lived further away. Therefore, the setting of Elie's hometown during the time of Nazi oppression adds to the conflict by directly creating one.
