Throughout history there have been many cases where, without a just and moral code, respect was held for another life has been traded for a scientific itch that needed to be scratched, all ethical legacies have been ignored, and people are now just another ingredient in a recipe. Without guidelines, no one protects test subjects or regulates research practices. The burdensome bureaucratic hurdles that researchers face exist because the past has shown them to be necessary. Review panels applying the basic principles of fair treatment, justice and the overall contribution a project will have on or for people help to establish as positive an outcome as possible. The common rules proposed by the IRB must be strictly applied during the examination. the parts of the experience that will directly influence and affect those who participate in it. Research must be subject to strict scrutiny when it concerns human life and well-being.
