GAO – Government Accountability Office4. Rebaseline framework4.1 Why rebaseline a project? Factors external or internal to a project can often impact its performance measurement baseline (PMB). The PMB of a project includes the scope baseline, cost baseline, and schedule baseline. A change (beyond a certain threshold) in one of these references requires that the project be redefined. In the absence of a new baseline, gaps become more pronounced and often obscure management's ability to detect new trends and issues. Rebaselining is an important step in the project management exercise as, if done frequently and inappropriately, it can be used to hide cost overruns and plan for delays.
